Tarica is uniquely qualified to advise students about the merits of an HBCU education because she attended both an HBCU and a PWI (predominantly white institution) during her undergraduate years. She graduated from Stanford and spent three years there, but she spent her junior year at HBCU Howard University in Washington DC. Furthermore, she also went to law school at Howard. Here are Tarica's opinions about the benefitsand drawbacksof attending an HBCU. Benefits of an HBCU Let's start with the pros of an HBCU education. Lower Tuition The average tuition at an HBCU tends to be lower than tuition at many PWIs. At a PWI with larger resources, you may be more likely to receive a scholarship to help out with (or even fully cover) your tuition. But if you don't receive a scholarship, going to an HBCU may be a good idea because the overall tuition cost is likely to be significantly lower. This will help you exit college with lower debt. Nurturing Professors Oftentimes at HBCUs the professors may be more accessible and more invested in your future than is the case at other schools. Studies have shown that when it comes to more technical majors and programs (ie. the sciences, pre-med programs, or engineering), students have a higher chance of sticking with these majors at HBCUs than they do at other colleges. This is perhaps because daily they see examples of African-Americans who have successfully completed these rigorous programs and end up having more opportunities for mentorship. In fact, many have advised that African-American students who are interested in science or other technical programs should at least get their undergraduate degrees from HBCUs because they will be more likely to actually become doctors or engineers if they have that foundation. Not Being Called On to Be a Representative At an HBCU, you're not the minority in your classes, so you're not called upon to represent the minority perspective. Whereas at PWIs, if an issue that is thought to disproportionately affect African-Americans comes up in class, you are often called upon to serve as the â€Å"expert† or to give the "African-American perspective." This can at times become annoying (you're there to learn, not teach), so it's nice to be in class at an HBCU where these types of issues do not come up because many of the students already share your experience. Cons And now for the negative aspects of attending an HBCU. Fewer Financial Resources The difference in resources between an HBCU and other schools can at times be stark. HBCUs have smaller endowments and less monetary alumni support to draw from so their resources are often not as robust as those of PWIs. This often results in the facilities not being as modern or sophisticated as those of many PWIs. Administrative Challenges Generally, the administration at HBCUs is notoriously inefficient. I definitely ended up waiting in much longer lines at my HBCU than I did at my PWIand often ended up waiting longer for checks to be disbursed. Again, this may be due to differences in resources (which naturally lead to staffing differences), but it was extremely stressful at times. Less Camaraderie At HBCUs, there can be less unity among the African-American students because the majority of students are African-American. At a PWI, the African-American students tend to band together and have more of a sense of camaraderie and mutual support. At my PWI, almost all of the African-American students knew each other (and to this day I am still friends with many of them). Most PWIs have a Black Student Union or other groups aimed at fostering unity and sense of family among African-American students. These groups are not as prominent at HBCUs because obviously the schools are predominantly African-American. My Additions I just wanted to add a few things I learned from my research and from friends and former students who attended HBCUs. A common criticism of HBCUs is that they lack diversity. While most HBCUs are predominantly African-American, there are often students from every different socioeconomic class, geographic region, and from many different countries.Keep in mind, though, that the level of diversity is different for each HBCU. Remember that not all HBCUs are the same. Employers and graduate school representatives tend to recruit from HBCUs in an effort to increase diversity in their companies and in higher education. Finally, many African-American students feel increased confidence and pride in their African-American identities by being around so many African-American college students and by being in classes that more often incorporate the African-American experience. This also strengthens the community actions as they are empowered to take ownership of these strategies such as advocating against domestic violence through displaying school work, or gathering at community sports events to advocate against domestic violence (The world health organisation, 2017). Through using methods such as education to empower youth to view domestic violence as unacceptable, both strategies align with Ottawa charter reorient health services as they focus strongly on primary promotion and preventative measures rather than secondary/tertiary. Establishing a policy where school based programs for domestic violence are made mandatory for all schools also aligns with building healthy public policy. It also greatly respects cultural diversity as students and/or schools from different culturally backgrounds i.g the local indigenous KODE school can implement the program. The community sports program mediates the ability for capacity building through collaboration and coordination of multiple parties within the community including local sports clubs and their teams, parents and AFL members. Therefore using pre-existing skills and resources within the community, not only encourages their participation, but also empowers them to feel responsible for this program which will help it remain sustainable in the long run. The behaviour change program supports Ottawa charter development of personal skills as it provides education and training for perpetrators of violence to develop skills, which enable them to have more control over their actions, so that they can respond appropriately to triggers that in the past would result in violence. This program takes on a holistic health approach through targeting perpetrators rather than the victims of domestic violence, in which far more programs for victims exist. Therefore, rather than focusing on treating consequences of domestic violence (i.e illness/injury) it takes into account the broader determinants of the people involved, such as their motivation for violence Occupational Therapy and health promotion Occupational therapists in Australia and worldwide can play a huge role in contributing to health promotion. Group sessions taught victims how to search for, apply for, and maintain a job, including how to write resumes, where and how to apply, completing mock interviews, and ways to advance in a job. Feedback given by participants were mostly positive and felt that they had learnt necessary skills to obtain a job within their community. Common challenges for occupational therapists It is somewhat difficult for occupational therapists to take particular health promotion approaches to address domestic violence. More than half of occupational therapists work in hospitals or outpatient settings where they fill secondary or tertiary health promoting roles through empowering people through education, training and equipment. Their aim being that their clients can develop the necessary skills to manage their chronic disease or injury and prevent further deterioration and potential secondary conditions. Evidence has shown that occupational therapists often use concepts and medical terminology that can be misunderstood and possibly misconstrued in health promotion partnership arenas (Wilcock 1999, Townsend 1999). It is also found that it is easier for an occupational therapist to implement secondary health promotion such as cognitive behavioural training for perpetrators of violence rather than working towards implementing primary preventative approaches that rely on other organisations. In conclusion, with domestic violence being a significant issue in Mildura, health promotion strategies such as mandatory school based programs, behaviour change programs for perpetrators and community sports programs can influence members of the community to construct or change their attitudes towards domestic violence, to foster for healthy and respectful relationships. Ultimately, this issue led to the demise of the Union that had been created under the watchful and guiding eye of the Constitution. This decade in particular was brimming with the reoccurring argument of whether or not slavery would be allowed to expand into any newly-acquired United States territories. The sectional discord that resulted between the South and the North as a result of this argument ended in secession, disunion, and eventually war. The flaw of the Constitution existed not in its clear and over-comprehensive guidelines for the Union, but rather in its ambiguity over the rarely discussed topic of slavery. In fact, it was so infrequently discussed because in 1839, Congress had passed a â€Å"gag rule† that prohibited any debate about, reading of, printing of, or reference to slavery. There was such a state of ambiguity on the subject that each side, North and South, found the Constitution as both a helpful tool to prove that they were in fact in the right and the other side in the wrong. By 1850 sectional disagreements centering on slavery were straining the bonds of union between the North and South due to the Compromise of 1850 (doc A). These tensions became especially acute when congress began to consider whether western lands acquired after the Mexican War would permit slavery under popular sovereignty. In 1849 California requested to enter the Union as a free state. Adding more Free State senators to Congress would destroy the balance between slave and free states that had existed since the Missouri compromise of 1820. The compromise essentially erased the effects of the compromise by allowing the balance of free and slave state to potentially be broken. The Sectional sentiment that was aroused by the compromise of 1850 is obviously present in a letter from an anonymous Georgian (doc B). In his â€Å"plain words for the north†, the Georgian emphasizes that the constitution â€Å"recognizes slavery where it exists† and that unless the same view was accepted by the North the destruction, â€Å"the destruction of the constitution is inevitable†. However in a document by William Llyod Garrison (doc E), Garrison, an extreme abolitionist whose motto was â€Å"no union with slaveholders†, argued that the constitution â€Å"never intended to give any protection or countenance to the slave system†. Thus the question of whether or not the constitution protected slavery arose. Since the framers of the did not explicitly condone or embrace slavery, the decision was left to congress, the president, and the courts to decide. Although salvery was not mentioned in the Constitution, the context of it essentially supports slavery- many of the signers were slave owners. However, northerners such as Emerson (Doc D), who addressed the fugitive slave law, argued that slavery was immoral and foresaw the ending of the Union. Southerners on the other hand, saw slavery as their naturall right and regarded the three-fifths clause as evidence that slaves did not hold the rights of citizens. Sountherns were aided in their argument by the Dred Scott decision in the Supreme Court, which ruled that African Americans had no civil rights, and the Missouri Compromise was unconstitutional. Although the decision was made on the basis of the interpretation of the Constitution, it also reflected the susceptiballity of the court to be influenced by personal views and politics due to the fact that several of the judges were slave owners. Even though the court decision settled the question of slavery explansion and strengthened the souths position, it irnonically fueled the republican movement after the defeat of the Lecompton constitution to establish equitable voting methods. After Lincolns election South Carolina, which saw secession as the only alternative left to protect their way of life and liberty, challenged federal authority and attempted to coerce other southern states to join them. On February 7, 1871, seven slave states declared independence, joined the confederate states of America and elected Jefferson Davis as president. In davis’ message to Confederate Congress (Doc H), he expressed his view that the constitution set up a compact between independent states, rather than a national government made up of states. The misconception that the Constitution set up a national government, he said, was the perception of a certain political school in the North. In contrast, Lincolns message (Doc I) questions how the southern states could withdraw from the Union without the consent of the other states. As these two documents have pointed out, the different interpretations by which the Northerners and Southerners interpreted the Constitution was one of the main sources of sectional discord and tension. Despite efforts at preserving the Union, social and economic forces were pulling the North and South apart. Northern society was beign cultured by the industrial revolution, and by educational and humanitarian movements that had little effect in the South. Southern society was dominated by agriculture, and therefore slavery was a necessary institution and way of life. Since the North and South were essentially two different societies united under one common law, it seemed inevitable that the conflict over slavery and states rights would arise. It would have been impossible to accommodate the differences between the North and South under one law that applied to both. So while the constitution was originally framed as an instrument of national unity there was no possible way for it not to divide the nation with two entirely different societies. Therefore the only solution to save the union was not to abolish the constitution, but to either abolish or accept slavery.
